Separate AWS Hilliard campus on Cosgray Road, in active litigation: the City of Hilliard appealed an Ohio EPA air permit for a 228-unit Bloom Energy fuel-cell array (73MW, the largest fuel-cell array in North America), and AWS is separately seeking a permit for 158 diesel backup generators. Approved by the Ohio Power Siting Board under Ohio's HB15 behind-the-meter law, overriding local zoning. Distinct from the Scioto Darby campus. Coordinates are now parcel-exact via the Franklin County Auditor (parcel 050-011455, 4580-4640 Cosgray Rd, Amazon Data Services Inc, data-center use class, ~95 ac).

    Flipped under_construction -> operational. Franklin County Auditor assessed building area is populated (880,352 sq ft) on the campus parcel (050-011455, land-use class 'data center', Amazon Data Services Inc) = built, not a bare shell; data-center directories (DC Byte / datacenterHawk) list the Cosgray buildings as operational. The Bloom Energy fuel-cell / backup-generator permitting litigation noted in the record concerns on-site power and does not bear on the data buildings' operational status.
