Conditional use largely granted. On January 28, 2026 Shippingport Borough Council approved most of Aligned's conditional use permit and related modifications for the campus ('Project Phoenix') — three data center buildings of 672,924, 638,000 and 638,000 sq ft plus a 147,000 sq ft warehouse/office building, on a 593-acre site of which roughly 400 acres would be graded, alongside a 70-acre natural gas power generation pad. Requested variances covered building height (45 ft to ~65 ft), clearing up to 75% of woodland, 24-hour construction noise, and a 65 dB noise limit measured at the nearest residence. PARTIAL: two noise-related items remain to be voted on, and mass grading, NPDES, stormwater and emergency management permits are filed but not yet issued.
