West Valley City's Fund 22 (Redevelopment Agency) adopted budget itemizes every currently active RDA/CRA project area by name with no boundary or line item tying it to 1385 W 2200 S, and no city filing or state record names Syringa Networks. Utah's EDTIF programme excludes data centres and the UCA 59-12-104 exemption is self-executing.
