What the source record says
Planned 1,500 MW is a long-term campus ceiling, not a near-term operational figure: a SoftBank spokesperson said the initial SoftBank/OpenAI data center uses "a small part" of the 6.2M-sq-ft site, which also hosts a Foxconn/SoftBank hub manufacturing modular data-center equipment. Crescent Dune LLC (a SoftBank affiliate) acquired the site from Foxconn for $375M (Sept 2025, Trumbull County Auditor). SoftBank's "up to $3 billion" is a ceiling covering both manufacturing and the data center — no data-center-only investment figure is confirmed.
