Evidence ledger · proposed expansion expired

Hammond: the expansion expired. The existing data center did not.

Hammond approved a proposed 450,000-square-foot, 180 MW CoreWeave expansion in 2025. After two extensions, the city said required milestones were not satisfied and the agreement expired on June 30, 2026. Digital Crossroad’s existing DX-1 facility remains a separate operating asset.

Current assessment

The expansion was not delivered before the agreement expired, but the public record does not support calling every contemplated benefit a “broken promise.” Council minutes explicitly describe the power agreement as gating and contemplate a 20-year lease; they do not establish lease execution as a contractual precondition. The exact unsatisfied milestones and payment triggers remain undisclosed.

Proposed expansion

450,000 square feet, contemplated CoreWeave 20-year lease and 180 MW requirement.

Council minutes explicitly describe a final NIPSCO power agreement as gating. They describe the contemplated lease but do not prove that its execution was a development-agreement precondition. Hammond later said unspecified milestones remained unsatisfied after two extensions and the agreement expired.

Never shown due

Community payments

Up to $4 million each year for 20 years.

Council minutes describe up to $80 million intended for College Bound. The reviewed record does not show the expansion activated, a payment trigger occurring, or a payment missed.

Not contractual

Additional $25 million

Lump-sum concept discussed during extension.

In December 2025, officials said the payment was still being finalized and was not in the agreement. It must not be added to an enforceable-benefit total.

Jobs and incentives

35–90 permanent jobs; construction jobs; 10-year construction abatement; 20-year technology deduction.

These projected benefits and contemplated tax terms related to the unactivated expansion. Claimed incentives, job creation and foregone-revenue amounts have not been established.

Condition unsatisfied

Power agreement

Final NIPSCO agreement identified as the last major step.

The public minutes repeatedly describe utility negotiations as a gating condition. The executed tariff, infrastructure scope and cost allocation were not located in the reviewed packet.

Still operating

Existing DX-1

Operator publishes 105,000 square feet and up to 20 MW.

The expired CoreWeave agreement concerned a new building. Digital Crossroad still markets DX-1 as an operating Hammond facility. Its “up to 20 MW” figure is not assumed to mean critical IT load.

What changed

Council approves the development agreement

The power agreement is explicitly described as gating. A 20-year CoreWeave lease is contemplated, but its execution is not identified in the minutes as a contractual precondition.

First extension discussed and approved

Utility negotiations continue. A separate $25 million payment is discussed but is not yet in the agreement.

Extended deadline passes

After two extensions, required obligations and milestones remain unsatisfied. The city does not name the exact failed milestones.

City announces expiration

Hammond says it will grant no further extension. The existing facility is unaffected.

Neutral readingThis is a negative expansion outcome and a useful developer/tenant track-record event. It is not evidence that DX-1 closed, that $80 million was withheld after becoming due, or that CoreWeave alone caused the agreement to lapse.
