What the source record says
Site is the shell of the historic 1852 textile mill on the west side of the Tallapoosa River, adjacent to Alabama Power's Thurlow Dam; the property is owned by the Tallassee Redevelopment Authority. Capacity reporting differs: WSFA described a 10 MW project that could grow to 20 MW, while the Tallassee Times reported the developers described a 20 MW facility - the conservative 10 MW figure is recorded. The developers, described as entrepreneurs based in South Carolina and Florida, were not named in either account, so the operator field is a placeholder rather than a verified entity.
