City records show discussions began in May 2024; the City Council rezoned the roughly 437-acre tract from Highway Commercial/Employment Center-Office/Rural Residential to Employment Center-Industrial on February 4, 2025, the Planning Commission added "Data Center" as a permitted use in that district on April 28, 2025, and Swift Willow Property, LLC took title from Westervelt Realty in June 2025 for $6,565,238.57. Principals named in records include Gregory DeBacker and Hugh Williamson, with Swift Data Development (petitioner Jeremy Wolf) as a related entity. Developers described the site as more than 450 acres along Highway 280 and projected 500 to 1,000 construction jobs and up to 200 permanent jobs; those are ranges, not point estimates, so no jobs figures are recorded here.
