Phased: Phase 1 (5 buildings) to begin Q4 2026, Phase 2 (3 buildings) Q1 2028, Phase 3 (7 buildings) Q2 2029. Developer projects ~900-1,300 construction jobs and ~900-950 permanent jobs ($50K-$158K salary range) - not yet delivered, so omitted from the jobs field; similarly $13.47M in projected county tax revenue over 20 years is a projection, not a subsidy.
