Rowan Digital Infrastructure (formerly Rowan Green Data, a Quinbrook/Birch Infrastructure JV) is developing a single unified campus on a 275-acre parcel in Morrow County, OR: four buildings totaling 1.125M sq ft, 300MW planned capacity by mid-2027. County approved rezoning Sept 2023 (East Oregonian, DCD). This is the canonical record for the campus; osm_ids 1501824327/328/329 are near-identical coordinates (within ~0.2km) almost certainly representing OSM nodes for the same single campus/buildings and are dropped as duplicates. Capacity re-sourced 2026-08-08: Rowan's own portfolio page states "300 MW" on "275AC" with phased buildout completing by 2030. Public-reception check (2026-09-10): Checked baxtel.com's project page (2026-09-10). Important correction: a Gov. Tina Kotek data-center land-sale cancellation reported elsewhere concerns a DIFFERENT project near Salem, OR (developer Verrus) -- NOT Percheron/Morrow County -- and must not be attributed to this record. No community reaction, hearing, or official statement specific to Percheron/Boardman was found; the page states only that the project is under construction with planned 2027 completion.
