The city assembled parcels for site developer Capacity LLC (~$2–3B, ~500 MW at build-out); in late July 2026 officials publicly named Vantage Data Centers as the prospective operator, but the city administrator said no decisions are finalized and a citizen group ('United Neighbors of Oregon') is petitioning for a November 2026 referendum.
