Subsidies checked at the municipal tier (2026-09-05): no site-level subsidy found. South Jordan's FY2024-25 tentative budget enumerates all 11 RDA/CDA/EDA project areas the city has ever run, active or completed, by name — none is eBay, Topaz, Daybreak, or Kennecott, and the completed pre-2008 areas predate the 2009-built Topaz campus. A separate 2022-adopted CRA (initially mislabeled "Daybreak Commerce Park" in a staff-report boilerplate paragraph, formally the Southwest Quadrant Urban Center Community Reinvestment Project Area) was chased down and confirmed to be an unrelated greenfield transit-oriented project led by VP Daybreak Holdings/Larry H. Miller Company, not eBay. Historical state-level GOED EDTIF awards to eBay Inc. (2008 and 2011) are on the public record but are entity-level, not a South Jordan site agreement, and this pass could not independently verify their reported dollar figures. Utah's EDTIF programme excludes data centres and the UCA 59-12-104 exemption is self-executing.
