Festus City Council approved a development-agreement ordinance 6-2 on 2026-03-30 covering a refined ~600MW, four-building conceptual plan on 360 rezoned acres (188 acres permanently preserved). Two active lawsuits seek to invalidate the rezoning/development agreement; no end-user tenant has been publicly named and construction has not started as of this session.
